SfB Edge ERROR 1603: Server.msp had errors installing.

Issue

When applying the latest SfB Cumulative Update (CU7; 6.0.9319.534; July 2018) to a SfB Edge Server (running CU4; 6.0.9319.272; November 2016), the Core Components and Core Runtime 64-bit are updated successfully; however, the Update for Skype for Business Server 2015 fails when the installer runs the Server.msp installation.

Error:

Installing 1 of 1 Updates for [Skype for Business Server 2015 6.0.9319.534]
Installing KB4340904 for Server.msp
ERROR 1603: Server.msp had errors installing.

Troubleshooting

I tried the following with no success:

  • Rebooted the Edge Server and reattempted applying the CU – same error.
  • Tried to install Server.msp manually – different error, suggesting that the Server.msi in the SfB deployment cache server wasn’t suitable (C:\ProgramData\Microsoft\Skype for Business Server\Deployment\cache\6.0.9319.0\setup).  I investigated this and ruled it out as the cause.
  • Ran Step 2: Setup or Remove Skype for Business Server Components in the Skype for Business Server 2015 Deployment Wizard as detailed below.  I then rebooted the Edge Server, and reattempted applying the CU – same error.

Launch the Skype for Business Server 2015 Deployment Wizard.

Step 2: Click Run Again.

Click Next.

Review the output, click Finish.

Resolution

I had no option but to uninstall Skype for Business Server, Edge Server via Control Panel > Programs and Features, acknowledging the warnings.  As this is a VM, I took a VM SnapShot prior to doing this.

I then rebooted the Edge Server.

After the reboot, the RTCSRV service is stopped.

Service Status (Get-CsWindowsService):

I then stopped the SfB Services (Stop-CsWindowsService).

Now run Step 2: Setup or Remove Skype for Business Server Components again in the Skype for Business Server Deployment Wizard.

Click Run (note how this is now Run, and not Run Again as above).

I then reattempted to apply the CU (SkypeUpdateInstaller).

Click Install Updates (note how the installed version is back to RTM [6.0.9319.0; May 2015]).

This time the Update for Skype for Business Server 2015 is successfully installed.
